Going the other way, turning a PDF's pages back into pictures, is pdf-to-jpg's job, not this one's.

Add your pictures, put them in the order you want the pages to read in, and press Make PDF. Order matters as much as the pictures themselves — the list you build here, not a settings panel, decides what page 1 is, and dragging a row, or using the Move up and Move down buttons, reorders the pages before anything is written. One picture is a complete job: it makes a valid one-page PDF, which is the single most common ask this tool gets, not an edge case that needs a second file to feel legitimate.

What actually makes this different from dropping a picture into a PDF printer is what happens next — how each picture sits on its page. Every card shows a small preview of its own page, in the shape it will actually print, before you commit to anything. Three fit modes decide it, and only one of them ever cuts anything off:

  • Fit inside with margin (the default) scales the whole picture down until it fits inside the page with a 10 mm border on every side. Nothing is ever cut off in this mode, whatever the picture's shape.
  • Fill and crop scales the picture up until it covers the page completely, which means whatever hangs past the page's edge — the top and bottom of a portrait photo forced onto a wide page, say — is genuinely gone from the file. The part that would be lost is drawn, faintly, outside the page rectangle on the preview, so you see the loss as a shape before you see it as a surprise.
  • Actual size places the picture at its own true physical size with no scaling at all, which is where the geometry below matters.

Pixels have no size until you tell the page what they mean

A 4000-pixel-wide photo and an 800-pixel-wide screenshot are, on their own, neither big nor small — a pixel isn't a physical measurement, and under Fit inside or Fill and crop both pictures are simply scaled to whatever page size you've chosen, so they land the same size on the page regardless of how many pixels either one has. What gives a picture an actual physical size is the print resolution recorded inside the file itself — the density a camera or a scanner writes into a JPEG's header, or a PNG's own resolution chunk — and that number is what Actual size mode reads to place the picture at its true size with no scaling. A 300-dots-per-inch scan of a form lands at its real 210 × 297 mm and prints one-to-one; the same picture, if it recorded no density at all, is assumed to be 96 dots per inch instead, and the card says so plainly rather than quietly guessing — because at 96 dpi a typical phone photo works out to well over a metre across, which reads as a bug unless the assumption behind it is stated.

Convert PNG to PDF

PNG works exactly the same way as JPG for the layout and ordering above — same controls, same preview, same order. What's genuinely different is what happens with a transparent PNG. A PDF page has no colour of its own where nothing is drawn on it — it's white paper underneath — so a PNG with a transparent background doesn't need flattening onto some fill colour the way some tools do it: the transparent parts of the picture simply let the page's own white show through, which is exactly what the finished page looks like when it's printed. A screenshot with a transparent corner, an icon exported with alpha, a diagram saved without a background — all of them land on the page the way they'd land on a sheet of paper, with no extra step and no colour choice to make.

A4, Letter, or a page shaped to match the picture

A4 (210 × 297 mm) and Letter (8.5 × 11 in) are close in size but not identical, and which one matters depends on who's going to open or print the file: A4 is the standard almost everywhere outside North America, Letter is the standard in the US and Canada, and a document sized for the wrong one can print with an unexpected white margin or a sliver trimmed at the edge. If you're sending a scanned form to a visa portal or a landlord, match whichever paper size that institution actually expects rather than guessing.

The third option, Match each image, sidesteps the question entirely: every page is shaped to its own picture's aspect ratio rather than to a fixed sheet of paper, scaled so the longer side prints at 297 mm. That's the option worth reaching for when there's no institution to satisfy — a photo album, a set of screenshots for a bug report, anything where the picture's own proportions matter more than matching a printer tray. Every free converter offers A4 and Letter and stops there, which is why assembling an album on one of them comes back with grey bars down every side; naming the third option is what this tool does differently.

Whichever page size you pick, each page's orientation is decided per picture from its own aspect ratio — a wide photo gets a landscape page, a tall one gets a portrait page — so a mixed set of nine photos, some sideways, some not, comes out with each page turned the right way rather than every page forced to one shape and five pictures shrunk sideways to fit it.

Combine multiple images into one PDF

Most people bringing pictures here have more than one — a set of receipts for an expense report, several pages of a form photographed one at a time, a handful of screenshots documenting a bug. Add them all, and each one becomes its own page in the finished PDF, in whatever order the list shows when you press Make PDF. Reordering afterwards is a drag of the handle, or the Move up and Move down buttons for a list too tall to drag across in one gesture or for anyone working from a keyboard — both land on the same list and announce the same result, so neither is a second-class way to do it. Adding the same picture twice on purpose, a cover sheet used at both ends of a set, say, is allowed and isn't flagged as a mistake; the two cards with different position numbers make that intentional.

The scanned-document errand

The single most common reason to be here isn't an album at all — it's a document that only exists as a stack of phone photos and needs to become the one file a form, a portal or an email attachment field actually accepts: a passport photographed on a hallway floor, a signed lease shot page by page, a handful of receipts for an expense claim. None of those pictures were shot with a scanner's care, which is exactly why the controls above matter here more than anywhere else — Fit inside with margin keeps the whole page legible with nothing trimmed off a signature or a stamp near the edge, and naming the page size your recipient expects (A4 for most visa and government portals outside North America, Letter for most US ones) means the file prints the way it's meant to the first time, rather than needing a second attempt after the first one comes back rejected for the wrong paper size.

The pictures you drop are read into this browser tab's memory, laid out against the page-size and fit controls, and assembled into a PDF by a library running in that same tab — none of it is sent anywhere, because the code behind this page cannot make a network request at all. Nothing is saved locally either: there's no setting remembered between visits, no history of past runs, and refreshing the page or pressing Start over clears every picture, every thumbnail and the finished PDF itself, keeping only whatever you've actually pressed Download on. For a passport photo or a signed lease, that absence of a trace is the point rather than an afterthought.

How do I combine multiple JPG images into one PDF?
Drop or choose your pictures, drag them (or use the Move up and Move down buttons) into the order you want the pages to read in, then press Make PDF. Every picture becomes its own page in that order — there's no separate merge step, because the list you build is the document. One picture makes a valid one-page PDF too; you don't need two or more to use this tool.
Why is my PDF bigger than the pictures I put into it?
It depends on what you fed it. Nothing here is re-encoded — a JPEG's own compressed image data is embedded into the PDF page exactly as it arrived, so a folder of JPEGs makes a PDF roughly the size of the JPEGs themselves, plus a small amount of PDF structure. A PNG doesn't get that same free ride: PDF stores an embedded PNG's pixel data through its own lossless compression scheme rather than reusing the PNG file's own compression, and that scheme is often less efficient on a photograph than PNG's is — so a batch of PNG photos can produce a noticeably larger PDF than the same pictures saved as JPEGs would. For a screenshot or a diagram with flat colour, PNG stays efficient either way.
Why does my sideways phone photo come out sideways in the PDF?
It depends on whether your phone tagged the photo's rotation. Most cameras write an EXIF orientation tag saying which way the picture should be viewed, and this tool reads it and turns the page to match — so a photo your phone shows upright lands upright in the PDF too, even though the underlying pixels are stored sideways. If a picture has no such tag and is genuinely stored sideways — common with a screenshot, a scan, or an image that's already been through another tool — nothing can detect that automatically, so it isn't guessed at. Instead, the page itself takes the picture's shape: a sideways photo gets a wide landscape page it fills edge to edge, rather than being shrunk small and stranded in the middle of a tall portrait page with white bars either side. Rotate the photo before adding it, or rotate the view in whatever you open the PDF with, if you need it the other way.
Should I use A4 or Letter page size for a JPG to PDF conversion?
Pick whichever paper size the person receiving the file actually prints on — A4 (210 × 297 mm) is standard almost everywhere outside North America, and Letter (8.5 × 11 in, very slightly wider and shorter) is standard in the US and Canada. Sending A4 to a Letter printer, or the reverse, usually still prints fine, but a page can get scaled down slightly or lose a sliver at the edge to fit the wrong tray. If you don't know or don't care, there's a third option — Match each image — that skips the question by shaping every page to the picture itself, which is often the better fit for a photo album or a set of screenshots rather than a form or letter.
Does converting JPG or PNG to PDF lose image quality?
No — the picture's own file is embedded into the PDF unchanged; nothing is re-compressed or re-encoded to a lower quality. The one narrow exception is a photo whose EXIF orientation tag is mirrored rather than simply rotated (flip-and-rotate combinations no camera actually produces), which this tool corrects by redrawing the pixels once through a canvas at a high quality setting — the card for that picture says so plainly. Every other picture, which in practice means essentially every photo you'll ever add, goes in at its full original resolution and its original compression, whichever page size or fit mode you choose.
Can I convert JPG to PDF without uploading my photos?
Yes — the pictures are read into this browser tab's memory, laid out and assembled into a PDF by a library running in that same tab, and none of that touches a network at all. There's no server call anywhere in this tool, so there is no address for a photo to be sent to even if it tried. That matters most for the pictures people actually bring here — a photographed passport, a signed lease, a receipt — which is exactly the kind of image nobody wants passing through a stranger's server on its way into a PDF.
